Dubai is taking another step towards modernising its construction sector by bringing government authorities, industry professionals and technology innovators together to explore how regulations can adapt to emerging construction technologies.
Dubai Municipality hosted its first Future of Construction Legathon at Emirates Towers, where participants discussed regulatory and legislative challenges associated with adopting new technologies in the building and construction industry. The initiative aims to encourage innovation while ensuring that construction activities continue to meet established standards for governance, safety and compliance.
The event also marked the signing of a cooperation agreement between Dubai Municipality and Dubai Future Foundation to accelerate regulatory innovation through Sandbox Dubai, creating opportunities to test new approaches and technologies within the construction sector.
The agreement establishes a framework for collaboration on regulatory experimentation, knowledge sharing and the assessment of innovative construction solutions.
The initial phase of cooperation will focus on the Smart Built Environment sandbox group, with the possibility of extending the partnership to other areas in the future.
Under the agreement, both organisations will work together to develop experimental projects, establish objectives and performance indicators, and define criteria for evaluating the results. These initiatives are intended to help authorities understand how emerging technologies can be introduced into the construction industry within an appropriate regulatory framework.
Dubai Municipality will coordinate with relevant technical departments and establish the requirements needed to assess construction technologies and pilot projects. Dubai Future Foundation will support coordination and documentation through the Sandbox Dubai platform.
The findings from these experiments will help inform future policy recommendations and regulatory frameworks. Solutions that demonstrate positive results may also be considered for wider implementation across Dubai.
The Legathon reflects Dubai Municipality’s efforts to build a regulatory environment that can keep pace with technological advancements and the changing requirements of the construction industry.
Maryam Al Muhairi, CEO of the Buildings Regulation and Permits Agency at Dubai Municipality, said the initiative aims to establish clearer pathways for evaluating new ideas and technologies while maintaining strong governance and compliance standards.
She highlighted the importance of bringing together regulatory authorities, technical specialists and industry stakeholders to address practical challenges and strengthen evidence-based decision-making.
The collaboration is expected to support more adaptable regulatory approaches, helping Dubai’s construction sector respond to technological developments while improving efficiency and long-term readiness.
Khalifa Al Qama, Chief of Research, Development and Innovation at Dubai Future Foundation, emphasised that the future of construction will influence the development of cities, economies and communities. He highlighted the need for regulatory frameworks to evolve alongside Dubai’s growth and create opportunities for innovative ideas to deliver practical results.
The partnership also reflects Dubai’s broader ambition to encourage collaboration between the public and private sectors and strengthen its position as a testing ground for emerging urban and construction technologies.
Another important objective of the agreement is to make it easier for innovators and technology providers to engage with relevant government authorities and industry stakeholders.
The two organisations will work to create opportunities for start-ups, scale-ups, local companies and international technology providers to demonstrate and test new technologies, products and business models.
The initiative will also include workshops, training programmes and knowledge-sharing activities designed to strengthen institutional expertise in regulating and adopting innovative construction solutions.
By connecting innovators with decision-makers and industry professionals, Dubai aims to improve the process of evaluating new technologies and identifying solutions that can be implemented effectively in real-world construction projects.
Dubai’s construction industry continues to evolve alongside the emirate’s urban development ambitions. As new building technologies and construction methods emerge, regulatory frameworks must adapt to address new opportunities and potential challenges.
The Future of Construction Legathon and the Sandbox Dubai partnership could help establish clearer processes for evaluating innovative building solutions, supporting technology adoption and improving coordination between regulators and industry participants.
For property developers, construction companies and technology providers, these efforts may create opportunities to engage with emerging regulatory initiatives and contribute to the development of future construction standards.
The initiative forms part of Dubai Municipality’s wider efforts to build a construction ecosystem that balances innovation, sustainability, effective regulation and long-term resilience.
